Oregon District Court Blocks FEMA Grant Policy Changes

On December 29 a federal court in Oregon ruled that recent changes to two FEMA (Federal Emergency Management Agency) grant programs did not follow required procedures. The court said FEMA’s new rules - such as requiring states to certify population counts excluding certain individuals for Emergency Management Performance Grant (EMPG) funding and shortening Homeland Security Grant Program (HSGP) periods from three years to one - were not properly implemented.

The ruling stops FEMA from enforcing the population certification requirements for 2025 EMPG awards and from rejecting EMPG and HSGP funding requests for expenses within the previously established multi-year periods.
